Who can Foster or provide Respite Care?

On Guam, you can foster if you are:

  • Married, single, divorced, or widowed
  • Renting or owning your home

Becoming a Foster Parent

To become a licensed foster parent, you must:

  • Be at least 18 years old
  • Be financially stable
  • Pass a police and court clearance
  • Pass a medical exam
  • Have the time and willingness to care for a child in need
  • Work with the Bureau of Social Services Administration (BOSSA) through the licensing process

Becoming a Respite Provider

Not everyone is able to take in a full-time placement, and thatโ€™s okay. You can still make a lasting impact by becoming a licensed respite provider.

Respite providers give foster families a short break when they need rest, travel, or extra support. This may look like:

  • Caring for a child for a weekend
  • Providing after-school or overnight care for a few days
  • Helping during times when foster parents face work, emergencies, or family needs

Requirements:
Respite providers go through the same licensing process as foster parents โ€” background checks, clearances, and training โ€” but the commitment is flexible and short-term.
